The SBU stated its action was aimed at preventing "terrorist acts" by Russia's Federal Security Service (FSB), but the HUR accused the SBU of kidnapping and initiating fire. Ukrainian President Volodymyr Zelenskyy called the incident an "absolute disgrace," demanding accountability and an internal investigation. Subsequently, he dismissed Oleh Hramov, head of the SBU's Department for Protection of State Secrets.
