Ukrainian President Volodymyr Zelenskyy condemned Russia's large-scale attacks on central and eastern Ukraine, which killed at least 15 people, calling it one of Russia's "most despicable" attacks. Targets included cities such as Kyiv, Dnipro, Kremenchuk, Zaporizhzhia, and Oleksandriia, with an apartment building in Pryluky destroyed. Zelenskyy stated that Russia launched a total of 70 missiles, describing it as "a birthday present for Putin."

Meanwhile, Zelenskyy said that Ukraine launched retaliatory attacks on targets in Russia's Perm, Samara, and Astrakhan regions in the past 24 hours, and that there was also a response in the Black Sea region. This followed attacks on a tanker and two cargo ships in the Black Sea region, one of which sank, though Bulgaria did not specify the attacker.
