The Office of the Comptroller of the Currency (OCC) has published its final rule implementing the GENIUS Act, which was signed by President Donald Trump last year to regulate stablecoins. The rule, effective January 18, 2027, establishes a federal regulatory framework for payment stablecoins, requiring full backing by U.S. dollars or similar liquid assets and mandatory annual audits. Notably, the final rule removes a proposed presumption that certain third-party rewards arrangements, allowing users to earn interest on deposited funds, could be unlawful. A regulatory official stated this change was made because the initial language was an estimate rather than based on an understanding of a "nascent market," and such arrangements will now be evaluated on a case-by-case basis.
