Ukrainian President Volodymyr Zelenskyy stated that the U.S. government has caused "artificial and prolonged delays" in delivering Patriot and NASAMS missile interceptors that European allies have already paid for, directly aiding Russia in achieving its "terrorist operation" goals. This follows a Russian ballistic missile strike on a university in central Kyiv on October 27. Meanwhile, on October 23, Ukraine destroyed the main microchip production building of Proton-Electrotex in Oryol, Russia, a factory that produces missile components. This week, Ukraine also damaged five chemical plants that produce solid rocket propellant, as well as two aircraft fuselage or metal factories.
