On 31 December, the National Commission for Development and Reform held a press conference. At the meeting, the Deputy Director of the Policy Research Unit of the National Development Commission stated that the purpose of building zero carbon parks at the national level was to enable well-resourced and well-developed parks to be pioneered, tested, demonstrate and lead by promoting low-carbon and zero-carbon transformation of various types of parks through the “zips”. Of particular concern is the fact that the selection list does not represent the establishment of zero carbon parks. The park will not become a national zero carbon park until it meets the requirements of the relevant indicators and is validated through an assessment. At the same time, the absence of an elected building list does not mean that zero carbon parks cannot be built, but they can be accepted if the relevant targets are met. Li stated that the publication of the construction list was not a hat or a brand, that scientific developments were needed at the local and campus levels to ensure that technical programmes were viable, that engineering projects could land, avoid blind decision-making and be greedy.
