The China-Belarus Agreement on Trade in Services and Investment Has Officially Entered into Force
The Agreement on Trade in Services and Investment between the Government of the People’s Republic of China and the Government of the Republic of Belarus was signed on August 22, 2024, and both parties have completed their respective domestic ratification procedures. The Agreement will officially enter into force on January 1, 2026. Under the Agreement, China and Belarus have achieved a high level of mutual market access in the fields of trade in services and investment. Regarding trade in services, the two sides have made market access commitments using a positive list approach and have established specific facilitation rules for seven key service sectors: telecommunications, transport and logistics, finance, postal and courier services, health, tourism and travel, and computer services. Regarding investment, the two sides have made high-level opening commitments for non-service sector investments under the “pre-establishment national treatment plus negative list” model, incorporating comprehensive and high-standard investment protection rules. In addition, the Agreement includes provisions on the temporary movement of natural persons, e-commerce, intellectual property, competition, small and medium-sized enterprises, and dispute resolution.
