On December 26, 2025, the Theoretical Study Center Group of the Party Leadership Group of the Ministry of Finance held a collective study session on the theme of “Thoroughly Studying and Comprehending the Spirit of the Fourth Plenary Session of the 20th CPC Central Committee and Giving Full Play to the Role of Proactive Fiscal Policy.” The meeting emphasized the need to effectively implement proactive fiscal policies, continuously enhance the effectiveness and precision of fiscal macro-control, support the expansion of domestic demand, facilitate the development of new-quality productive forces, and promote the smooth flow of economic circulation. It is necessary to balance development and security, continue to prevent and mitigate local government debt risks, strengthen fiscal support for key sectors such as major industries and cutting-edge technology, and enhance fiscal sustainability as well as the security and stability of development.
