The Fourth Session of the 16th Shanghai Municipal People’s Congress will be convened in early February 2026. The proposed agenda for the session includes: hearing and deliberating on the Work Report of the Shanghai Municipal People’s Government; reviewing and approving the Outline of the 15th Five-Year Plan for National Economic and Social Development of Shanghai; examining and approving the report on the implementation of the 2025 National Economic and Social Development Plan of Shanghai and the draft 2026 National Economic and Social Development Plan of Shanghai, and approving the 2026 National Economic and Social Development Plan of Shanghai; to review and approve the report on the implementation of the 2025 budget and the draft 2026 budget of Shanghai, and to approve the 2026 municipal budget of Shanghai; to hear and deliberate on the work report of the Standing Committee of the Shanghai People’s Congress; to hear and deliberate on the work report of the Shanghai High People’s Court; to hear and deliberate on the work report of the Shanghai People’s Procuratorate; and other matters.
