The Shanghai Municipal Development and Reform Commission, the Municipal Commission of Commerce, and other relevant departments have issued the “Several Measures of Shanghai Municipality to Encourage Domestic Reinvestment by Foreign-Invested Enterprises,” which proposes encouraging technological upgrades and renovations. Foreign-invested enterprises are encouraged to undertake domestic reinvestment activities such as expanding production and implementing technological upgrades. Support will be provided to projects that meet the relevant requirements for technological upgrades under the municipal special fund for promoting high-quality industrial development. Foreign-invested enterprises are supported in applying for national ultra-long-term special treasury bonds in accordance with regulations to invest in large-scale equipment renewal projects in key sectors.
