The National Conference on Emergency Management was held in Beijing on January 5–6. The conference noted that this year marks the beginning of the 15th Five-Year Plan, and that a strong start is crucial to the overall success of the plan; therefore, all emergency management tasks must be carried out with a stronger sense of responsibility and mission. We must deepen full-chain special rectification efforts for “single-issue” matters in key industries and sectors. In the mining sector, we must ensure the implementation of each of the “Eight Strict Measures” as annual key tasks and intensify the implementation of the “Three Batches” work initiatives; In the hazardous chemicals sector, we must comprehensively strengthen safety reviews and licensing for construction projects, accelerate the promotion of advanced safety technologies and equipment in oil and natural gas extraction, and phase out outdated technologies and equipment; In the fire safety sector, we must continue to advance full-chain special rectification campaigns for “single-issue” matters such as hot work in crowded public places and building insulation materials, consolidate the achievements of electric bicycle rectification, and deepen efforts to ensure unobstructed “lifeline” access routes and improve the management of firefighting facilities; Focusing on high-risk industrial and commercial sectors such as metal smelting, dust explosion hazards, and confined space operations, we will continue to deepen targeted law enforcement and provide guidance and support. We will supervise and guide the strengthening of safety oversight in sectors including construction, transportation, fishing vessels, culture and tourism, civil explosives, and special equipment, and adopt a “combined approach of prevention and mitigation” to address new risks arising from emerging business models.
