This decision was made possible by Ocean's DATUM protocol, which allows individual miners to override the pool's default signaling, even though Ocean had previously switched miners to signal for BIP-110 by default. Support for BIP-110 peaked at 2.6%, far below the 55% required, leading to a split where the BIP-110 branch is now more than 200 blocks behind the main Bitcoin chain.
