White House: President Donald Trump signed a National Security Presidential Memorandum authorizing federal law enforcement to use cyber tools to combat transnational cybercrime
The memo directs the National Coordination Center (NCC) for the Homeland Security Investigations (HSI) Cyber Crimes Task Force to develop a plan to conduct specific cyber operations aimed at disrupting foreign transnational criminal organizations operating outside the United States and targeting Americans. The memo also encourages private sector companies to participate in the plan, collaborating with federal, state, local, tribal, and territorial agencies, as well as other private entities, to gather threat information and propose cyber operation options. The White House noted that in 2025, U.S. consumers reported losses exceeding $20.8 billion due to cybercrime, and 73% of American adults have experienced some form of online fraud or attack.
