Jay Clayton, the Director of National Intelligence, will lead the working group, effectively coordinating the Trump administration's AI affairs. Members of the working group include Vice President Vance, Secretary of Defense Pete Hegseth, Secretary of the Treasury Scott Bessent, and other high-ranking officials. Previously, on September 29, the Trump administration signed the "White House Superintelligence Agreement: Joint Commitment on Frontier Responsibility" with six AI companies: Anthropic, Google, Meta, NVIDIA, OpenAI, and XAI. Donald Trump referred to it as a "moral constraint."
