The Ministry of Commerce announced that local authorities should scientifically formulate plans for the use and disbursement of subsidy funds, ensure balanced monthly allocation, and ensure a smooth transition between weeks within a month as well as across months and quarters. At the provincial level, coordination should be strengthened, and unified, clear requirements should be established regarding specific matters—such as business entities’ applications to participate in subsidy programs and the disbursement of funds—including lists of required materials, application methods, processing procedures, and review processes. While ensuring effective risk prevention and control, local authorities may, based on local conditions, adopt measures such as advancing a portion of funds or implementing rolling disbursements to simplify the fund review process, accelerate disbursement, alleviate the financial burden on eligible business entities, and ensure that all eligible subsidies are paid out in full and in a timely manner.
