The National Development and Reform Commission, among others, has issued a programme of action to promote the use of recycled materials. By 2030, the waste recycling system will be further developed, standards and certification systems such as the promotion of recycled materials will be in place. The annual recycling of waste steel and paper will amount to over 300 million tons and 80 million tons, respectively, and the annual production of non-ferrous metals and recycled plastics will exceed 25 million tons and 0.5 million tons, respectively. The use of renewable materials in such areas as automobiles, electrical and electronics, textiles and packaging will steadily increase, and the use of recycled materials will be further enhanced to ensure resource safety and to promote carbon conservation.
