The Ministry of Housing and Urban-Rural Development has issued the "Opinions on Improving Housing Quality." The document proposes the development of new construction methods. It calls for accelerating the deep integration of the construction industry with advanced manufacturing technologies and next-generation information technologies, and promoting smart construction, green construction, and prefabricated interior finishing on a larger scale. Expand the application scenarios of digital technologies in engineering, promote the use of Building Information Modeling (BIM) technology throughout the entire process of housing design, construction, and operation and maintenance, and promote the application of smart construction equipment and devices. Accelerate efforts to reduce construction waste and promote its resource utilization. All newly constructed urban housing must be built to green building standards, and the proportion of high-star-rated green buildings must be increased. Efforts will be made to promote energy conservation and carbon reduction in building operations, and to strengthen the management of building energy efficiency limits. A building energy efficiency rating system will be established, and standards for carbon emission statistics and accounting will be developed. The electrification of building energy use will be advanced, pilot projects for building-integrated photovoltaics (BIPV) will be launched, the use of renewable energy will be strengthened, and the transformation of the building energy consumption structure will be accelerated.
