It calls for steadily advancing the renovation of urban villages and dilapidated housing, continuing the renovation of aging residential communities in towns and cities, and coordinating efforts to promote energy-saving retrofits of existing housing. Efforts will be made to accelerate the development of comprehensive communities, improve embedded service facilities in urban communities, and create high-quality living spaces. Steady progress will be made in the renewal and renovation of gas, water supply, heating, drainage, and fire protection pipelines. The renewal and renovation of residential water supply pressure-boosting and storage facilities will be carried out, professional operation and maintenance will be promoted, and indoor gas safety and heating metering devices will be installed. The use of methods such as trade-ins, demolition and reconstruction on the original site, and modular construction will be encouraged to support residents in independently renovating their old housing. Actively develop prefabricated interior finishing solutions, promote integrated kitchens and bathrooms, raised flooring, and prefabricated partition walls to shorten renovation times and facilitate future updates and maintenance.
