The Ministry of Finance, the Ministry of Commerce, and the State Taxation Administration have issued a notice regarding the launch of a pilot program for prize-winning invoices. The notice stipulates that pilot cities shall organize prize draws for invoices issued to individual consumers who purchase goods and services in their own name from business entities in sectors such as retail, catering, accommodation, culture and arts, entertainment, tourism, sports, and residential services, provided that the face value of the invoices exceeds a certain threshold. Pilot cities shall independently determine the minimum face value of winning invoices (not less than 100 yuan), the winning rate, and the prize structure, and shall promptly disburse subsidy funds. In principle, the prize amount for a single invoice shall not exceed 800 yuan.
