In 2025, traditional general aviation logged 1.218 million flight hours, while the total number of registered drones exceeded 3.28 million, with a cumulative flight time of 45.3 million hours—a year-on-year increase of nearly 70%. The Civil Aviation Administration formulated and issued an implementation plan for the safe and orderly development of general aviation and the low-altitude economy, granted type certificates for six types of unmanned aircraft, continued to optimize and improve the Low-Altitude Operations Management Platform (UOM), and established and networked a total of 46 low-altitude flight service stations, thereby initially forming a flight service network covering 23 provinces, autonomous regions, and municipalities.
