The Ministry of Commerce and the General Administration of Customs have published the 2026 "Catalogue for the Administration of Import and Export Licenses for Dual-Use Items and Technologies." Importers of radioactive isotopes shall, in accordance with the relevant provisions of the "Regulations on the Safety and Protection of Radioactive Isotopes and Radiation-Generating Devices" and the "Measures for the Administration of Import and Export Licenses for Dual-Use Items and Technologies," submit an application to the Ministry of Ecology and Environment for approval. Thereafter, they shall apply for an import license for dual-use items and technologies at the Quota and License Affairs Bureau of the Ministry of Commerce, and use this license to complete import procedures with customs. This announcement shall take effect on January 1, 2026. Announcement No. 67 of 2024 issued by the Ministry of Commerce and the General Administration of Customs (the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licensing") is hereby repealed.
