One Year Since the Implementation of New York’s Congestion Charge: Traffic in Manhattan Has Declined, While Buses and Taxis Are Moving Faster
A report by the American Planning Association shows that, following the implementation of the controversial congestion pricing plan, the travel speeds of buses and taxis on Manhattan’s busiest streets have improved. The plan charges drivers entering Manhattan’s core area. Currently, most passenger vehicles pay $9 to enter the area south of 60th Street during peak hours, while trucks pay higher fees based on their size. The Metropolitan Transportation Authority (MTA), which operates the city’s transit network and enforces the tolls, says the fee has helped reduce traffic volume by about 11%. According to an RPA report released Monday, the average speed of taxi trips originating or ending south of 60th Street from January to October of last year was 7.3 miles per hour, a 1.4% increase compared to the same period in 2024 (before the toll was implemented). This reverses the trend of recent years, as the average speed of taxis had been declining since 2021. According to MTA data, the congestion charge is projected to generate $548.3 million in net revenue in 2025, which will help modernize its aging transportation network.
